Indonesia should ban all private cars from using subsidized fuel: adviser

TANJUNG BENOA, Indonesia (Reuters) - Indonesia should slap a nationwide ban on the use of subsidized fuel by the country's 11 million private cars, a move that would save the government $8.6 billion this year and erase a widening fiscal deficit, a presidential adviser said.
President Susilo Bambang Yudhoyono is struggling to find a way to deal with runaway fuel subsidy costs that now account for more than 30 percent of state spending and are draining funds that should be used for much-need infrastructure in Southeast Asia's largest economy.
Despite the massive cost, government officials have made clear that raising fuel prices is not an option for the moment, fearful of the impact on inflation and a repeat of the social unrest that past price hikes have triggered.
"We recommended halting the subsidy for rich people by taking out the subsidy from private vehicles," said Chairul Tanjung, chairman of Yudhoyono's main economic advisory group.
The advisory committee's proposed cuts would not cover motorcycles and public transportation, including buses and taxis. Most Indonesians cannot afford their own cars.
Tanjung, a 51-year-old billionaire and founder of CT Corp estimated the bold measure would cut consumption of subsidized fuel by 52 percent. He spoke to Reuters on the resort island of Bali after lengthy meetings there with the president on fuel subsidies and trade.
The president will discuss the recommendations in a cabinet meeting next Thursday, when a final decision could be announced.
Critics say the plan would be difficult to enforce and that previous measures, such as banning the use of subsidized fuel for government cars, have done little to ease the crushing burden on the national budget. Last year, the subsidy bill was $22 billion -- nearly 4 percent of total economic output.
The committee estimated the proposed plan would save the government 84 trillion rupiah ($8.64 billion) this year, from a cost of more than 300 trillion if nothing is done.
The finance minister said earlier this month the subsidy bill would likely drive the fiscal deficit to more than 2 percent of gross domestic product and could force the government to cut spending in other programmes.
Many economists, including senior officials from the International Monetary Fund and World Bank, have urged the government to scrap all subsidies and hike fuel prices to free up funds for infrastructure, education and health care.
But with general and presidential elections looming next year, and memories fresh of violent protests over fuel-price rises in 2005 and 2008, Yudhoyono has indicated he would only boost pump prices as a last resort.
Tanjung, whom Forbes says is the 5th richest Indonesian with a net worth of $3.4 billion, argued that the rise in fuel prices for private vehicle owners would not have a significant impact on inflation.
"This actually will not directly impact inflation because you are taking the subsidy only from rich people," he said.
The World Bank estimates the average car owner saves around $100 a month from the cheaper fuel, while a motorcyclist's benefit is $10 and those riding on public transport only $1.

Palestinians, Israeli Arabs mark "Land Day" with muted protests
JERUSALEM (Reuters) - Palestinians protested in the West Bank and the Gaza Strip on Saturday and a few were lightly hurt in clashes with Israeli soldiers on the 37th anniversary of a landmark event for Israel's Arab minority.
The Palestinians and Israeli Arabs each commemorated the killing of six Arab citizens of the Jewish state by Israeli security forces during protests in 1976 over government land confiscations in northern Israel, an event known as "Land Day".
Two Israeli soldiers were also lightly hurt in a stone-throwing clash, one of a few at various locations in the occupied West Bank, as they used tear gas and other non-lethal means to disperse the rioters, an army spokeswoman said.
Palestinian medical sources said a handful of protesters were treated mainly for inhaling tear gas during the clashes that lasted about an hour.
Palestinian Prime Minister Salam Fayyad said that as part of the day's events, he had planted an olive tree in the West Bank area known as E1 that Israel has earmarked for a future settlement.
Troops patrolling the border between Israel and the Gaza Strip used live fire to disperse protesters who came close to the fence, the military spokeswoman added. A Gaza hospital source said nobody was hurt.
Israel is wary of growing unrest in the Palestinian Territories, with peace talks stalled since 2010 and Palestinian leaders refusing to return to the negotiating table until Israel halts settlement building in the West Bank.
Most annual remembrances in Israel have largely passed off quietly. In the Israeli Arab town of Sakhnin, the center of the violence in 1976, thousands gathered for a rally which was addressed by lawmakers and community leaders.
Israel's Arabs make up about 20 percent of the Jewish state's population of almost eight million.

Texas authorities are beginning a sweeping review this week of the state's dominant public school curriculum under pressure from critics who charge that it indoctrinates the children of Texas with communist, pro-terrorist propaganda from behind a shield of secrecy.
The State Board of Education will hold the first of a series of public meetings to organize the review in Dallas on Friday, three days after the state attorney general's office told NBC News that it has been looking into "potential improprieties" that raise "significant legal concerns about the program's operations."
It didn't specify those concerns, but legislative hearings have questioned the program's nonprofit status and the locking of some materials behind passwords accessible only to teachers and other "authorized users."
The designers of the curriculum ? which is used in 875 of the state's 1,028 districts ? say the program is closely aligned with standards mandated by the State Board of Education and is based on educational principles proven over decades. Critics, they say, are taking isolated parts of lessons out of context, equating simply teaching a controversial issue with endorsing it.
Even so, the parent organization of the program, called CSCOPE, has agreed to several demands by opponents, including opening its board meetings to the public, allowing teachers to post curriculum materials online, dropping its nonprofit status and creating a new website so parents can learn about the lessons from home.
CSCOPE?? it's not an abbreviation for anything ? is a Web-only repository of 1,600 lesson plans, study materials and other curriculum components. It's supposed to help teachers make sure pupils are taught what they need to know for the Texas Essential Knowledge and Skills test.
"We live in a very mobile society," said Anne Poplin, chairwoman of the board of the Texas Education Service Center Curriculum Collaborative, or TESCCC, which administers CSCOPE.

CSCOPE means children who move from one school or district to another can be confident they'll pick up where they left off in their old classrooms, she told NBC News.
But since it began in the 2006-07 school year, CSCOPE has been a target for activists and conservative websites. Pressure has grown in recent months as critics have published details of its lesson plans.
"CSCOPE Teaches ALLAH is God" and "CSCOPE Promotes Communism," proclaim two of several dozen articles on Texas CSCOPE Review.
Glenn Beck's TheBlaze has run at least five "expos?s" this year with headlines like "CSCOPE: Exposing the Nation's Most Controversial Public School Curriculum System," while Tucker Carlson's Daily Caller last month ran a story listing "egregious examples of the curriculum's inadequacies and absurdities."
'Design a flag for a new socialist nation'
Critics fall into two camps.
The first is teachers who say the curriculum is flawed in general and that their districts require them to rigidly follow the program, even though CSCOPE says it's meant to be revised and "refocused" to serve local needs.?
As part of a transparency agreement it worked out last month with Dan Patrick, the Republican chairman of the state Senate Education Committee, TESCCC said it would remind districts that lessons are simply resources for teachers, not meant to be taught verbatim.
The second group is larger and more vocal: parents, activists and lawmakers who say CSCOPE is a Trojan horse sneaking liberal ideals of socialism and cultural relativism into the classroom.
Several examples have circulated around Texas in the past few months. One asks pupils to design a flag for a new socialist nation, using "symbolism to represent aspects of socialism/communism." Texas Conservative News called that an "attempt at secretly indoctrinating Texas children."
Another unit depicts a hiker walking up a staircase of money. "Free enterprise (capitalism)" is the bottom step; "Communism" is at the top. Ginger Russell of the widely read blog Red Hot Conservative wrote that?the graphic was "all about portraying communism in a positive light."
Perhaps the most controversial lesson asks pupils to discuss this news report (PDF):
A local militia, believed to be a terrorist organization, attacked the property of private citizens today at our nation's busiest port. Although no one was injured in the attack, a large quantity of merchandise, considered to be valuable to its owners and loathsome to the perpetrators, was destroyed. The terrorists, dressed in disguise and apparently intoxicated, were able to escape into the night with the help of local citizens who harbor these fugitives and conceal their identities from the authorities.
Not until later, during a discussion period, do teachers reveal that the report describes the Boston Tea Party.
"Like our Founding Fathers at Concord, that was pretty much the opening shot that started this," Patrick said.
Critical thinking and perspective
Poplin said lessons like those under scrutiny are meant to challenge students to critically examine the world from others' perspectives?? not to adopt the beliefs the lessons?describe. With the Boston Tea Party unit ? which has since been removed as "outdated" ? the point was to teach sophisticated thinking and the existence of multiple viewpoints, she said.
"It might have been an act of terrorism in King George's mind, but it wasn't an act of terrorism in the minds of Americans," she said. "The lesson wasn't teaching the Boston Tea Party. The lesson was teaching perspective."
Mason Moses, a spokesman for 20 regional public school agencies that created TESCCC, said: "Down here in Texas, we're pretty patriotic. There is absolutely no way we would ever teach"?that the Boston Tea Party was an act of terrorism.
That may be true, Patrick said, but "what all of this underscores is how our education system is changing rapidly because of technology."
"In the old days, which weren't all that long ago, textbooks were reviewed by boards of education," he said, but?"today, as we move to this online learning, there are no checks and balances."
Keeping 'strategic decisions' private
And that is a big part of the problem, critics say ? CSCOPE has been secret, making it hard to get a clear picture of what it's really teaching. Before the transparency agreement, parents could see materials, but only by visiting their children's school; anyone else was barred unless they were cleared as an "authorized user."
Poplin said CSCOPE was tailored for teachers, which means it includes performance assessments, tests and answers, which shouldn't get into students' hands. As part of the agreement with Patrick, TESCCC is removing that information and hopes to have the instructional material online by the middle of April, she said.
More clarity could emerge from administrators' decision to relinquish nonprofit status.
As recently as December, TESCCC asserted that some of its records should be exempt from disclosure under state open records laws, both because it's an independent nonprofit entity and because it competes with for-profit curriculum companies.
In addition to proprietary business information like bidding data from vendors, the materials TESCCC wanted to keep private included "how strategic decisions are made with respect to the development of the CSCOPE product" itself.
Poplin said TESCCC has begun discussions to dissolve the nonprofit corporation, and she said she was eager to hear from the State Board of Education. Because the state school board has no formal connection to CSCOPE, however, the coming review is non-binding.
Patrick has an answer for that: His committee is holding a hearing next week on legislation that would give the school board oversight of CSCOPE.

?Kicking off ?March 25, the Patient Centered Specialty Practice (PCSP) recognition highlights specialty practices committed to access, communication and care coordination as ?neighbors? that surround and inform the medical home and colleagues in primary care, according to NCQA.? And I regret to say that I missed the informational webinar, including an NCQA advisor and guest speaker from one of the local healthcare systems.
Had I attended the webinar, I would have been better prepared to query the CEO of a hospital within the same healthcare system at a recent American College of Healthcare Executives (ACHE) function.? Interestingly, we had a lengthy conversation regarding the system?s desire to exchange data within the area; however, the CEO noted that current system architecture made it challenging enough to simply share information amongst health system participants.? With one of the key tenets for the PCSP recognition being timely exchange of data, this is a bit of a conundrum.? While the Direct project offers a simple solution, the ultimate goal will be to facilitate and encourage physicians to search for records in efforts to keep all parties abreast of the care plan.? And while this is a tremendous step, we also noted that retail & urgent care clinics, solo primary care practices and free-standing care centers need to get in on the game too.
I also see a need for ancillary providers to be included as well. ?Not only would individuals benefit from the opportunity to view x-rays but, more to the point, visualizations,?similar to the one here.? While Physical Therapists do an excellent job engaging patients in discussion, they would have far greater impact with the ability to illustrate their points on an interactive tablet app.? And thinking out loud, wouldn?t it be great for individuals to be able to reference the same app at home ? to review the information and implement ?their? steps in the care plan?

The Galaxy S4?s processor power is racist.
Okay, not really racist, but it will vary by country, in that some countries will get the advanced Samsung 1.6Hz octa-core Exynos 5 CPU while others will have to do with a Galaxy S4 powered by the 1.9GHz quad-core Snapdragon 600 processor, instead.
For an understanding of the difference between the quad-core and octa-core, think of it as the number of cylinders in a car ? the more the number of cylinders in a car engine, the better (read: faster) the performance.
In the case of processor cores too, an octa-core processor implements multiprocessing in a single physical package, i.e., multiple cores can run multiple instructions at the same time, increasing overall speed for programs being run on the device, in this case the Samsung Galaxy S4 smartphone.
In a nutshell, more cores translate into the ability to run more programs at the same time, faster response time for programs, and (this one is up for debate) longer battery life. It is understood that the battery gets saved if/when the device switches to lower numbers of cores when running less power-hungry apps and programs while during running intensive and/or multiple programs, it powers up all the available cores, if necessary.
Back to the Galaxy 4. During the launch of the Galaxy S4 [http://www.emirates247.com/news/galaxy-s4-takes-the-smartphone-battle-to-iphone-s-home-turf-2013-03-17-1.498652], Samsung had revealed that its new spearhead will come in two avatars, one powered by a Snapdragon 600 quad-core processor and the other with its proprietary octa-core Oxynos 5, but did not say who would be getting what.
It has now emerged that the selection of application processor varies by markets, or countries. SamMobile has compiled a list that shows which country gets which model.
The I9500 is the non-LTE Exynos model while the I9505 is the 4G-enabled Snapdragon model. A handful of lucky countries are getting both, including Samsung?s home market South Korea and the UAE.

This is an interesting variation on a potato salad. The potatoes are cooked and sliced and are added to bacon and spring onions in a delicious lemon and chilli flavoured oil. Serve hot, warm or cold, on its own or as an accompaniment to meats, fish or poultry it is sure to please. A lovely dish for a Summer buffet ? it is very easy to increase the quantities for more portions.
Ingredients
- 750g new potatoes, scrubbed
- 4 rashers bacon, rind removed and chopped roughly
- 6 tbsp olive oil
- Juice of 1 large lemon
- 1 small red chilli,deseeded and very finely chopped
- 4 spring onions, finely sliced
- Salt and freshly ground black pepper
- 1 tbsp chopped fresh parsley to garnish

To make a delicious roasted potato chilli dish simply - tip the potatoes into a roasting tin and roast at 200?C /400?F/ Fan 180?C/ Gas Mark 6 for about 20- 25 minutes until golden and crisp. Add the bacon 5 minutes before the end of the roasting time just to heat through.
Method
- Cook the potatoes in a saucepan of lightly salted boiling water for 15 minutes until tender. Drain the potatoes and leave them to cool.
- When the potatoes are cool enough to handle, slice them evenly and set aside. Wipe out the saucepan and dry.
- Fry the bacon, adding a little oil if necessary, until golden. Lift out the bacon and drain on kitchen paper.
- Put the olive oil, lemon juice, chilli and onions into the pan and heat gently for a minute or two.
- Carefully add the potatoes to the pan and turn them over several times to thoroughly coat them, taking care not to break them up. Stir in the bacon.
- Season with salt and freshly ground black pepper, put the lid on the pan and leave everything to infuse and cool completely.
- Spoon the potatoes into a large dish and pour on any remaining oil. Sprinkle with the chopped parsley.

When he went to bed Saturday night, the pond was there. On Sunday, March 17 it was gone.
How does that happen?
While northern California is no where near as prone to sinkholes as Florida (see USGS sinkhole map), one clue might be the fact that the pond was man-made.
While sinkholes don't need a human trigger, changes in drainage due to construction or agricultural irrigation have been known to activate mass outbreaks of sinkholes in Florida and other parts of the country. As The Christian Science Monitor reported earlier this month after a Florida man was swallowed in his bed by a sinkhole, "Drought followed by heavy rains can also instigate sinkholes as heavy, water-logged earth presses down on limestone caves suddenly devoid of buoyant water. The two previous deaths attributed to sinkholes both involved professional well drillers whose activities cracked the top of limestone caverns, causing collapse."
"Humans can [destabilize karst landscapes] by drawing down water tables or irrigate too much, increasing the weight of the mass of materials that sits on top of the void," says Jonathan Martin, a geologist at the University of Florida, in Gainesville. "Humans can modify the environment" enough to cause sinkholes.
The US Geological Society echoes this idea:
"Sinkholes can also form when natural water-drainage patterns are changed and new water-diversion systems are developed. Some sinkholes form when the land surface is changed, such as when industrial and runoff-storage ponds are created. The substantial weight of the new material can trigger an underground collapse of supporting material, thus causing a sinkhole."
So, it's possible that when Korb built his pond, he may have disturbed the local geology.
Another theory for the swallowing of Korb's pond was put forward by Sierra College Professor of Geology Alex Amigo. He also points to a human cause: gold mining.
This part of California is dubbed "Gold Country," for its long history of mining. "There was such a lot of mining activity going on in this area in the past, that we never know when there was a man-made cavity underground," ?Amigo told KCRA-TV.
Korb is now looking into how to deal with the sinkhole and doing research on the history of his property to see if there has been any gold mining on or near the property in the past.

A third person, Rudy Guede, is serving 16 years in prison for his part in the crime. While none of Amanda?s DNA was found on the victim, Guede?s DNA was found on her body, clothing and purse and his bloody shoeprints and handprints were left in her bedroom.

The plot thickened back in 2007 when Amanda accused her former boss Patrick Lumumba of being the killer, an accusation that later led to her being convicted for slander.
Now her legal team is appealing that conviction. Amanda has long argued that she only accused Lumumba after she was hit in the head during a 50-hour long interrogation.

She has already served her three-year sentence for the slander conviction but if she wins her appeal she can seek compensation for false imprisonment.
While this legal drama unfolds thousands of miles away, Amanda is back in Seattle, studying and spending time with her family and new boyfriend James Terrano.
Her memoir Waiting To Be Heard hits bookstores on April 30 ? the same day her first interview since her release will be aired on ABC as part of a primetime special with Diane Sawyer.

Gehua, which is closely linked to China?s culture ministry, is hoping the new economic zone will both lure creative talent from abroad into the Chinese capital and create the conditions conducive to stronger cultural exports for the international market.
"The government and our group had the idea to export culture to the world," Wang Yudong, general manager of Gehua, told the Journal at the company's headquarters in Beijing. "Already, there's a government policy for free-trade areas. We're just applying it to culture."
Gehua?s ambitions have not been received without some skepticism in Beijing though.
Ji Tao, a researcher with the Auction Research Institute of Central University of Finance and Economy in Beijing, told the Journal that he thinks it is foolish to assume creative industries will sprout the same way low-cost manufacturing did in China's special economic zones in the 1990s.
"This is a new concept made up out of nothing," Ji said. "A Freeport is for industrial products, which need to be processed with raw material inputs. But culture isn't like this."

Born near the town of Gondar in northwestern Ethiopia, Aynaw was an orphan by age 10, and immigrated to Israel two years later to live with her grandparents. By the time she was 19, she?d become fluent in Hebrew, won a national student film competition, and was training to be a military police commander in the Israel Defense Forces (IDF).
Aynaw eventually led a cadre of guards, whom she trained to fire guns, man security checkpoints, and find bombs, according to?a profile in Tablet, a US-based Jewish magazine.
?I taught them to be human,? Aynaw said of her soldiers, who checked Palestinians driving through military checkpoints. ?My soldiers would ask, ?How can I be so nice when there were instances of a 9-year-old kid or a pregnant woman blowing themselves up at a checkpoint?? ? She?d tell them: ?There are many Palestinians who have a wife waiting at home, a family waiting for dad to bring bread home.?
Aynaw has offered other hints of her politics as well. She?told an Israeli news station?that she hoped to ask President Obama to release Jonathan Pollard, an American Jew who is currently serving out a life sentence for spying on the US for Israel.
And when a reporter told her that American beauty queens often tout their hopes for ?world peace,? she shot back, ?to say a sentence like that, in my opinion, is to sound retarded.?

INDIANAPOLIS - Bridget Franek (Eugene, Ore.) has been named USA Track & Field?s Athlete of the Week after setting a 2,000m steeplechase American record of 6:19.09 at the Oregon Preview meet in Eugene on Saturday.
Franek?s time eclipsed the previous American mark of 6:20.66 set by Carrie Messner in 2007.
"The announcement was made of the loudspeaker that it was an American record,and it was hard to believe," said Franek. "It was hard to absorb and appreciate in the moment."
Franek finished first in the event while replacing her old personal best by 19 seconds. No other competitor was close as she crossed the line a full 1:03 ahead of the second place finisher.
?I felt good about opening up the season with that fast of time,? said Franek. ?I expected this type of result because it was the first event of the season.?
Now in its 12th year, USATF?s Athlete of the Week program is designed to recognize outstanding performers at all levels of the sport. USATF names a new honoree each week and features the athlete on www.usatf.org. Selections are based on top performances and results from the previous week.

PARIS (AP) ? Tom Selldorff was 6 years old when he saw his grandfather's prized art collection for the last time in 1930s Vienna, before it fell into Nazi hands.
Now, he's 84 ? and in a ceremony in Paris on Tuesday, the American was finally given back a piece of his late grandfather's memory: France has returned six of his stolen family masterpieces.
The restitution of the works ? including paintings by Alessandro Longhi and Sebastiano Ricci ? is part of France's ongoing effort to return hundreds of looted artworks that Jewish owners lost during the war that still hang in the Louvre and other museums. The move ends years of struggle for Selldorff, whose claims were validated by the French government last year after years of researching the fates of the works.
"I'm extremely grateful and very moved," said Selldorff, who flew in from Boston for the event at France's Culture Ministry, where the oil paintings were on temporary display. "These paintings were in this fog of war. The restitution... was not easy. It took a long time."
The artworks were stolen or sold under duress some seven decades ago as Jewish industrialist and art collector Richard Neumann ? Selldorff's grandfather ? and his family fled Nazi-occupied Europe. The collection ? whose original size is unknown ? was his ticket out, though he sold it for a fraction of its value. The route the artworks took to show up in French museums is unclear, making their way to places like the Museum of Modern Art of Saint-Etienne, the Agen Fine Arts Museum, the Tours Fine Art Museum, and the Louvre.
"After losing most of his family assets and a good part of his collection to the Nazis in Austria in 1938, he came to Paris for several years and then had to flee again, this time with my grandmother at one point on foot over the Pyrenees, to Spain, and then eventually to Cuba," Selldorff said.
The paintings, meanwhile, stayed behind ? all six destined for display in the art gallery Adolf Hitler wanted to build in his hometown of Linz, Austria, according to a catalog for the planned museum.
"I only wish my grandfather was here to be able to be a part of all this, but I am sure he is watching from somewhere upstairs, so that's fine," Selldorff said.
At the end of the war, with Hitler dead and European cities rebuilding, artworks were left "unclaimed" and many thousands that were thought to have been French-owned found their ways into the country's top museums. Many of the 100,000 possessions looted, stolen or appropriated between 1940 and 1944 in France have been returned to Jewish families, but France says that some 2,000 artworks still lie in state institutions.
With a twinkle in his eye and a youthful smile, Selldorff remembered wandering around his grandfather's collection.
"I remember the house (in Vienna) very well. I remember the existence of these dark rooms with these paintings hanging," he said, recalling that his grandfather also opened up the collection to the Austrian public. A remaining link with the art was a catalog left behind by his late mother ? a sort of scrapbook with pictures of the paintings.
"So I knew there were some very beautiful paintings in the house," Selldorff said.
"I ,too, hope that some of the art will go on loan to museums and be exhibited so that other people besides our family can appreciate them," he said, adding that he has spoken to some U.S. museums about the possibility of showing the art to the American public.
Overall, Selldorff said it's about being able to pass to his three children and five grandchildren a piece of his grandfather's stolen history.
"His love of art is what I want to pass on," he said. "It's what makes us human."
